On the Ulary Province

Bordering the Painted Ocean to the west and the Calsorian River to the east, the Ulary Province is actually most defined by the Cloud Ramparts.  Nearly the entire land is covered by the foothills of the formidable mountains nearby.  Though the soil is generally considered to be fertile, the land is uniformly solid rock after a mere foot or so of depth.  This is the reason why agriculture is very limited and accounts for the characteristic phrase “wind-swept hills” so often used to describe the area.  The weather can be very harsh during seasonal changes but is often pleasant and always changeable.

The Ulary area has never been a Kingdom nor has it ever been considered a territory, which can lead to confusion in younger students of history.  The short explanation is that the tribes here have always governed themselves and because the area has never held valuable resources, they were always allowed to be autonomous.  During the Grandfathers’ War, the Ulary tribes were forced into siding with Price Dyrsah’s forces.  The horses and hardy cattle gained from this allowed Prince Dyrsah to keep his army much more mobile than they otherwise would have been.  When the tribes found the opportunity to abandon Dyrsah, they did so and sued for peace immediately with the Setab Empire.  Their only request was to be allowed to keep their ways, which was quickly granted, allowing the tables to be turned quite neatly on Prince Dyrsah.

The people of the Ulary Province are quite unique in their culture, being nearly tribal in nature, with almost every tribe being nomadic.  This way is claimed to be the only real way to raise horses, with are prized by all throughout the Empire and even peoples beyond.  Humans are far and away the most populous race, though a few Bright Elf groups have been known to form in the tribal ways.  Lightborn communes are to be found near the sea, presumably so they needn’t be nomadic, and Mur have struck up unique friendships with them there.  It is said that Dark Elves have cavern entrances in some of the hills, but they are rarely found and few Dark Elves are found in these lands.  Shalbir are not often found there, likely due to the rampant superstition of the tribal people.

Ulary’alm is the capitial of the Ulary Province, and it means “The Hallowed Meeting Place of the People” in what was once the common language of the tribes.  Situated close to the Golden River, near to the Setab Province, Ulary’alm is the only true permanent settlement the Province can boast of.  Most people here are traders, the best of which are those tribes called Gypsies, some of whom have partially settled and return to the area yearly to sell the best, or worst, horses.  The Lord-Governor of the Province is Mohegan Tsattine. The rule of succession in the Province is different than most, and when the Duke dies, a new Lord- or Lady-Governor will be elected but they must be from a different tribe than the previous noble.  The Lord-Governor sets the dates and general prices of the trading fairs, and he also has the primary influence on the nomadic paths each tribe will follow for each year to ensure enough browse is found for the herds.
